1) Call to Order
Warden Yvon Leblanc called the Council meeting to order at 7:05 pm.

5) Adoption of the Minutes from Previous Council Meetings
5.1 September 21, 2022 – Regular Council Meeting

MOVED BY Councillor Nadine Comeau and SECONDED BY Deputy Warden Eric Pothier that the minutes of the September 21, 2022, Regular Council Meeting be accepted as presented.

7) Warden’s Activity Report – Warden Yvon LeBlanc

September 24 – Attended a meeting of the Board of Governors of Université Sainte-Anne. At this meeting, the new Executive Committee was elected for 2022-23, including Michel Samson as President and Liane Roy as Vice President.

September 27 – Attended a meeting of the Board of Directors of the Villa Acadienne.

October 1 - Attended the 30th anniversary of CIFA.

October 5-8 – Attended the Grand Réveil Acadien 2022, a festival to celebrate and promote Acadian culture in Louisiana. The municipal delegation was there to promote the Municipality of Clare and the CMA 2024, and to renew the twinning agreement between Church Point, NS and Church Point, LA.

October 11 – Attended a meeting of the Board of Directors of the Villa Acadienne.

8) Official Statements from Members of Council
Deputy Warden Eric Pothier congratulated Councillor Brian Comeau and his wife Lisa Comeau on their 30th wedding anniversary, which they celebrated on October 17, 2022, and requested Council send a congratulatory certificate. Council agreed.

12)  New Business
12.1 Motion to Accept Proposal - Project Management Services – Clare Health Centre Expansion
An RFP was issued for project management services for the proposed Clare Health Centre expansion. The closing date was October 11, 2022. A total of four bids were received. After a thorough review of the bids, the CAO is recommending Council accept the proposal from Grey Cardinal Management Inc. in the amount of $87,720 plus HST. Council agreed and made the following motion:

MOVED BY Deputy Warden Eric Pothier and SECONDED BY Councillor Philippe Gaudet that the Council for the Municipality of the District of Clare accept the proposal from Grey Cardinal Management Inc., in the amount of $87,720 plus HST, for project management services during the proposed expansion to the Clare Health Centre.

12.2 Motion to Send a Letter of Support – Far Out Festival
The Far Out Festival has requested a letter from Council in support of its funding application to Canadian Heritage. Council agreed to the request and made the following motion:

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Nadine Comeau that the Council for the Municipality of the District of Clare send a letter to the Far Out Festival in support of their application for funding to Canadian Heritage.

12.3 Motion to Send a Letter of Support – Nova Scotia to Maine Ferry Service
In light of the Province’s recent decision to fund the ferry service for another year and to conduct an economic impact assessment of said service, the Municipality will defer its discussion on this issue until such time as the results of the assessment are known and the Province has rendered its decision.

12.4 Motion to Accept Change Order – Flood Line Mapping
The Municipality of Clare and the Province of Nova have requested an amendment to the scope of the original contract to include more coastline and parts of the Salmon River Watershed. The proposed amendment will yield more complete flood mapping data for the Municipality. That said, it will also yield a $44,615 increase to the contract price, from $80,647 to $125,262. As was the case with the original contract, the Province has committed to paying 100% of this amount. No costs will be incurred by the Municipality. Council agreed with the proposed change order and made the following motion:

MOVED BY Councillor Nadine Comeau and SECONDED BY Councillor Danny Hill that the Council for the Municipality of the District of Clare accept the proposed change order to the provincially funded Flood Line Mapping contract with WSP, including an increase to the contract price of $80,647 to $125,262 plus HST.

12.5 Motion to Sign Memorandum of Understanding – Fishing Gear Coalition of Atlantic Canada
The Municipality of Clare was approached by the Fishing Gear Coalition of Atlantic Canada to enter into a memorandum of understanding in support of said organisation’s efforts to recycle both used lobster traps and rope used in commercial fishing activities. Locally, the Municipalities of Digby, Yarmouth, Argyle, Barrington, and the Town of Yarmouth have already signed this MOU. HRM and CBRM are also engaged in this effort. Council made the following motion:

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Nil Doucet that the Council for the Municipality of the District of Clare sign a memorandum of understanding with the Fishing Gear Coalition of Atlantic Canada in support of said organisation’s efforts to recycle both used lobster traps and rope used in commercial fishing activities.

12.6 Motion to Send a Letter of Support – The Good Wave Project
The Good Wave Project is requesting a letter from the Municipality in support of its application to the Province of Nova Scotia for a 4-year permit to continue its surfing experiences at Mavillette Beach Provincial Park. Whereas the Good Wave Project has shown itself to be an excellent municipal partner, supporting various recreational and community engagement initiatives, Council passed the following motion:

MOVED BY Deputy Warden Eric Pothier and SECONDED BY Councillor Philippe Gaudet that the Council for the Municipality of the District of Clare send a letter to The Good Wave Project in support of its application to the Province of Nova Scotia for a 4-year permit to continue its surfing experiences at Mavillette Beach Provincial Park.
