SPECIAL SESSION OF COUNCIL

1) Call to Order

Deputy Warden Nil Doucet called the Council Meeting to order at 7:00 pm

 

2) (a) Approval of the Agenda

The Deputy Warden asked that the following items be added to the Agenda

-   3.3 - Motion to write letter to MLA Gordon Wilson regarding paving of Peter Dugas Rd., under “New Business”

-   4.1 - Petition regarding St. Mary’s Church, under ‘‘Closed Session’’


MOVED BY Councillor Brian Comeau and SECONDED BY Councillor Danny Hill that the proposed agenda be approved with the above noted additions.

MOTION CARRIED

(b) Declaration of conflict of interest

Deputy Warden Nil Doucet asked for any declarations of conflict of interest.

None declared.

 

3) New Business

3.1 Motion to award Tender – Boundary Review

The request for proposals for the Municipality’s Boundary Review closed on November 24, 2017 with Stantec Consulting Ltd as the sole bidder. According to the CAO, the proposal is in compliance with the requirements of both the Municipality and the NSUARB in that it proposes a two-phased approach focusing on 1) the numbers of councillors and 2) boundaries and polling districts. Furthermore, Stantec is offering 3 possible service options which vary in price based largely on the number of public consultations. Upon review, staff recommends Council accept option 2 in the amount of $26,189 plus HST, which includes an online survey and one centralized public consultation for both phase 1 and 2. It should be noted that this is also Stantec’s recommended option. Council passed the following motion:

PROPOSED BY Councillor Danny Hill and SECONDED BY Councillor Hector Thibault that the Council for the Municipality of the District of Clare award the tender for the Boundary Review to Stantec Consulting Ltd. in the amount of $26,189 plus HST.

3.2 Motion to write a letter of support to the Association “Séniors en sécurité”

The CAO stated that the Association “Séniors en sécurité” is striving to secure multi-year funding from the Province of Nova Scotia to cover its operational expenses and allow for greater sustainability. To bolster its application, the Association has requested a letter of support from the Municipality of Clare. The Municipality currently provides multi-year funding to the Association and sees much value in the services it offers the community. The municipal contribution for 2017 was $36,651. Council passed the following motion:

PROPOSED BY Councillor Yvon LeBlanc and SECONDED BY Councillor Carl Deveau that the Council for the Municipality of the District of Clare write a letter to the Honourable Leo A. Glavine, Minister of Seniors for Nova Scotia to express its support for the Association “Seniors en sécurité” and its efforts to secure multi-year funding from the Province of Nova Scotia.

3.3 Motion to write a letter to MLA Gordon Wilson

Councillor Pothier mentioned that the current state of the Peter Dugas Rd (on the shore side) was very poor and given the amount of commercial traffic traveling on this section of road, should be repaired. When discussing this issue with the MLA for Digby County, Mr. Wilson recommended Council send him a formal letter requesting the Province address this matter in a timely fashion. Council passed the following motion:

PROPOSED BY Councillor Eric Pothier and SECONDED BY Councillor Carl Deveau that the Council for the Municipality of the District of Clare write a letter to MLA Gordon Wilson requesting the Peter Dugas Rd (on the shore side) be repaired and repaved.

MOTION CARRIED

 

4) Closed Session

PROPOSED BY Councillor Hector Thibault and SECONDED BY Councillor Yvon LeBlanc that Council proceed to an In-Camera.
