REGULAR COUNCIL MEETING

1) Call to Order
Warden Ronnie LeBlanc called the Council Meeting to order at 7:00 p.m.

2) (a) Approval of the Agenda

MOVED BY Councillor Hector Thibault and SECONDED BY Councillor Carl Deveau that the proposed agenda be approved as presented.
MOTION CARRIED

(b) Declaration of conflict of interest
Warden Ronnie LeBlanc asked for any declarations of conflict of interest.
None declared.

 

3) Presentations
3.1 Opening Remarks – Clare 250th
The Warden delivered his opening remarks to officially launch the Clare 250th ceremonies. (See attached)

 

3.2 Clare 250th presentation and performance by Anne LeBlanc
Mrs. Anne LeBlanc, Mr. Patrick Duffy and Ms. Maryse Wagner performed a short skit as part of the official opening of the Clare 250th ceremonies. (See attached)

 

4) Adoption of the Minutes from Previous Council Meetings
4.1 December 20th, 2017: Regular Council Meeting
MOVED BY Councillor Carl Deveau and SECONDED BY Councillor Eric Pothier that the minutes of December 20th, 2017 be accepted as circulated.

MOVED BY Councillor Carl Deveau and SECONDED BY Councillor Hector Thibault that the minutes of January 3rd, 2018 be accepted as circulated.

6) Warden’s Activity Report – Warden Ronnie LeBlanc
The Warden provided a summary of the meetings and events the he attended since the last Council meeting.

December 27th Hosted the Municipality’s annual Christmas diner with students from the region who are currently pursuing their studies in medicine.

January 6th Conducted an interview with the Digby Courier regarding the Municipality’s ongoing boundary review.

January 9th Conducted an interview with “Le Courrier de la Nouvelle-Écosse” regarding the Municipality’s ongoing boundary review.

January 15th Conducted an interview with CJLS regarding the Municipality’s ongoing boundary review.

January 17th Conducted an interview with CJLS for the show “The Weekender” to further discuss the Municipality’s 2018 boundary review.

The Municipality will be entering a team in this year’s Relay for Life.

10) Committee Reports
10.1 Building Permits Report: Councillor Danny Hill
In the absence of Councillor Danny Hill, Deputy Warden Nil Doucet read the building permits reports for the month of December.

10.2 Police Advisory Board – Deputy Warden Nil Doucet
The Board met on January 8th, 2018. Daniel Gaudet has assumed the role of Sergeant for the Meteghan detachment. A new Constable, Mr. Luc Bourgeois, has also joined the detachment. At the Board meeting, Sergeant Gaudet presented a summary of various metrics gathered during the 2017 calendar year.

11.1 Motion to name a Road – Margot Lake Road
PROPOSED BY Councillor Carl Deveau and SECONDED BY Councillor Hector Thibault that the road shared by the properties PID (Property Identification Number) 30022701, 30365670, 30022859, 30205066, 30009823, 30009807, 30009799, 30326656, 30023071, 30201610, 30205165, 30001572, 30001564, 30001499, 30001556 and 30022719 be officially named as follows:

In English: Margot Lake Road
In French: Chemin du Lac Margot

11.2 Clare Ground Search & Rescue
Clare Ground Search & Rescue has inquired as to the possibility of being registered as an emergency services provider by the Municipality. This has been recommended by their provincial association and is allowed for under Part X, Section 295 of the MGA. There is no cost to the Municipality to approve this registration and doing so does not make an emergency services provider an agent of the Municipality. The CAO is recommending Council proceed with this request for registration however, before doing so, a policy to guide the process will be developed for Council’s consideration.
