1) Call to Order
Warden Ronnie LeBlanc called the Council meeting to order at 7:00 pm.

2) (a) Approval of the Agenda

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Yvon LeBlanc that the proposed agenda be approved as circulated.

(b) Declaration of Conflict of Interest
Warden Ronnie LeBlanc asked for any declarations of conflict of interest.

4) Adoption of the Minutes from Previous Council Meetings
4.1 December 19, 2018 - Regular Council Meeting

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Carl Deveau that the minutes of December 19, 2018 be accepted as circulated.

5) Business Arising from Previous Meetings
5.1 Funding Request – Clare dans un soir 3

PROPOSED BY Councillor Eric Pothier and SECONDED BY Deputy Warden Nil Doucet that the Municipality of the District of Clare award a grant in the amount of $5,000 to the Société acadienne de Clare for Clare dans un soir 3 for the 2019-2020 fiscal year.

5.2 Hospitality Policy

PROPOSED BY Councillor Yvon LeBlanc SECONDED BY Councillor Danny Hill that the Municipality of the District of Clare approve the Hospitality Policy as presented.

6) Warden’s Activity Report – Warden Ronnie LeBlanc
The Warden provided a summary of the meetings and events the he attended since the last Council meeting.

December 27, 2018 – Attended a Christmas supper at the Cuisine Robicheau with medical students from Clare. This annual supper is part of the Municipality’s ongoing doctor recruitment efforts.

January 15, 2019 - Attended a funding announcement at BMC Seafoods Ltd. to mark the launch of their new Air Freight Division. As part of this expansion, BMC is receiving $225,000.00 in funding from ACOA.

7) Official Statements from Members of Council
Councillor Carl Deveau provided a summary of the events that he attended since the last Council meeting.

January 15, 2019 – Attended a funding announcement at BMC Seafoods Ltd. to mark the launch of their new Air Freight Division. Councillor Deveau would like to wish BMC Seafoods Ltd. best of luck with their new project

8) Correspondence
8.1 Letter – Mariette Byzewski, Standing Committee – Western Regional Housing Authority

The Municipality will post the opening for the position on the Standing Committee of the Western Regional Housing Authority in the local media.

Councillor Danny Hill presented the building permits report for the month of December 2018.

10.2 Police Advisory Board – Deputy Warden Nil Doucet

Deputy Warden Nil Doucet provided an update from the Police Advisory Board meeting of Monday, January 7, 2019. The Meteghan RCMP has a new member. He has been with the detachment for over a month and was previously stationed in Yarmouth.

The Deputy Warden provided occurrence statistics gathered by the Meteghan RCMP, specific to the Municipality of Clare, for both the 2017 and 2018 calendar years:

Councillor Yvon LeBlanc mentioned that in Yarmouth, RCMP are participating in a program whereby a representative from Waste Check accompanies them at spot checks and hands out information on littering and proper waste sorting. Councillor LeBlanc asked Deputy Warden Doucet to bring this idea to the Police Advisory Board at their next meeting to see if there is any interest in exploring a similar program in Clare.

11) New Business
11.1 National Volunteers Week
National Volunteer week is from April 7 to April 13, 2019. Organizations in Clare are encouraged to nominate a volunteer or a group of volunteers for volunteer of the year. Each year members of Council sit on the selection committee for the volunteer of the year. Councillors Carl Deveau, Yvon LeBlanc and Eric Pothier have volunteered to sit on this year’s committee and Deputy Warden Nil Doucet has volunteered to emcee the banquet on April 11, 2019.

12) In Camera Session

The next Regular Council Meeting will be held on February 20, 2019 at 7:00 pm.
