SPECIAL SESSION OF COUNCIL

1) Call to Order

Warden Ronnie LeBlanc called the meeting to order at 6:00 pm

2) (a) Approval of the Agenda

The Warden asked that the following changes be made to the Agenda:

• 3.5 - Tax Sale, PID 30024525 and PID 30024533 be moved to Closed Session
• Funding Request, Belliveau Cove Development Commission be added as item 3.5.

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Yvon LeBlanc that the proposed agenda be approved with the aforementioned revisions.
MOTION CARRIED

(b) Declaration of conflict of interest
The Warden asked for any declarations of conflict of interest.

Deputy Warden Nil Doucet declared a conflict of interest with item 3.5 – Funding Request, Belliveau Cove Development Commission.

3) New Business
3.1 Motion to Award Tender – Sidewalk Snow Removal, Salting and Sanding

PROPOSED BY Councillor Hector Thibault and SECONDED BY Councillor Brian Comeau that the Council for the Municipality of the District of Clare award the tender for sidewalk snow removal, salting and/or sanding (2018-2023) to Spec Resources Ltd. in the amount of $40,100 + HST for 2018-19. This is a 5-year contract, with the price increasing 5% per year over the previous year’s amount.

3.2 Motion to Award Tender – HR Policy Manual

PROPOSED BY Councillor Brian Comeau and SECONDED BY Councillor Danny Hill that the Council for the Municipality of the District of Clare award the tender for the review and update of the Municipality’s Human Resources Policy Manual to Wickwire Holm in the amount of $15,000 + HST.
MOTION CARRIED

3.3 Motion to Award Tender – Sewer Laterals, Church Point

PROPOSED BY Councillor Danny Hill and SECONDED BY Councillor Hector Thibault that the Council for the Municipality of the District of Clare award the tender for the excavation of trenches and installation of sewer laterals for the properties located at #1793 and #1821 Highway 1 in Church Point, to Aberdeen Paving Ltd. in the amount of $11,450 + HST, to be funded from the Municipality’s Capital Reserve.

3.4 Motion to Award Tender – Flooring, Municipal Building

PROPOSED BY Councillor Nil Doucet and SECONDED BY Councillor Carl Deveau that the Council for the Municipality of the District of Clare award the contract to replace the flooring in the Council Chambers and the upstairs offices/boardroom to the Rug Shack Inc. in the amount of $21,508 + HST, to be funded from the Municipality’s Capital Reserve.

3.5 Funding Request – Belliveau Cove Development Commission

PROPOSED BY Councillor Danny Hill and SECONDED BY Councillor Yvon LeBlanc that the Council for the Municipality of the District of Clare approve a grant of $1,700 to the Belliveau Cove Development Commission to assist with the construction of a wheelchair ramp and the purchase and installation of a new door at the Joseph and Marie Dugas Park in Belliveau Cove.

3.6 – Motion to Award Tender – Outdoor Sign, Cultural Hub

PROPOSED BY Councillor Yvon LeBlanc and SECONDED BY Councillor Nil Doucet that the Council for the Municipality of the District of Clare award the tender for the construction and installation of the outdoor sign at the Cultural Hub in Comeauville to Louco Contracting Inc. in the amount of $12,615 + HST, to be funded from the Municipality’s Capital Reserve.

4) Closed Session
PROPOSED BY Councillor Nil Doucet and SECONDED BY Councillor Yvon LeBlanc that Council proceed to an in-camera session.
