COUNCIL-IN-COMMITTEE MEETING

Wednesday, July 6th, 2016 at 7:00 pm

PRESENT: Council: Warden Ronnie LeBlanc, Deputy Warden Brian Comeau, Councillors, Lester Doucet, Hector Thibault, Danny Hill, Russell Comeau, Nil Doucet and Robert Thibault.
Staff: Director of the Department of Community Development/Acting CAO, Pam Doucet; Administrative Assistant to the CAO, Alain Poirier.

1) Call to order
Warden Ronnie LeBlanc called the meeting to order at 7:00 pm.

2) (a) Approval of the agenda

The Director of the Department of Community Development asked that the following item be added under New Business.

6.2 Five-Year Capital Investment Plan

The Warden asked that the following item be added under New Business.
6.3 La vieille maison in Meteghan.

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Hector Thibault that the proposed agenda be approved with the above noted addition.

MOTION CARRIED

(b) Declaration of conflict of interest
Warden Ronnie LeBlanc asked for any declarations of conflict of interest.
None declared

3) Presentation
None

4) Staff Reports

4.1 Department of Community Development – Director of Community Development, Pam Doucet,
The Director of the Department of Community Development presented the report for her department.
The administrative assistant to the CAO presented to Council the new municipal website design that will replace the existing one in the next couple of weeks.

5) Business arising from previous meetings
5.1 Monument for those lost to the sea
The Warden mentioned that Council has received a letter from the Committee at the last meeting. He then added that Council has chosen to treat the letter at this meeting. Council mentioned that the Committee should form an official committee in order to make their own decision regarding the monument. Council mentioned that if the monument is not on the Municipality's land, it should not be responsible for the monument. Council mentioned that the fact that the monument would only be accessible for a short period each year should be something to consider for the location of this one.
Council passed the following motion to recommend.

PROPOSED BY Councillor Robert Thibault and SECONDED BY Councillor Lester Doucet that Council for the Municipality of the District of Clare recommend to staff to communicate with the monument for those lost to the sea's committee to express the Municipality's intention of financing their part of the project and the maintenance of the monument on one of the two following sites owned by the Municipality. 1- Cape St.Mary or 2. Belliveau Cove's Park.

6) New Business
6.1 Request from Forest Glen Community Center
The Warden explained that he was invited to the A.G.M of the Forest Glen Community Center. The Community Center is located just outside the Municipality's boundary, with many people from Corberrie and Hectanooga as active members of the Community Center. They are requesting $5,000 from the Municipality of Clare for their renovations project. Council would like to help them by giving them $3,000 from the Grants to Organizations budget.

PROPOSED BY Councillor Danny Hill and SECONDED BY Councillor Lester Doucet that Council for the Municipality of the District of Clare recommend to award $3,000 to the Forest Glen Community Center from the Grants to Organization budget.
MOTION CARRIED

6.2 Capital Investment Plan
The Director of the Department of Community Development mentioned to Council that the 5 year capital plan needs to be submitted to the province by September. She explained that the document they have received has 6 projects planned over the next 5 years.
Council looked at the document and proposed to take out project number 1, which was the Meteghan Sewer Extension because this one is done and to replace it by the Cultural Hub project in the old court house building and to place it on top of the list.
The revised 5-year capital plan will be presented to Council on July 20th.

6.3 La vieille maison in Meteghan
The Warden mentioned “la vieille maison” in Meteghan previously known as the Robichaud house is aging and the grass is not cut, and it was also reported that some windows have been broken.
Complaints regarding the building are coming in often, and it is starting to be a dangerous and inesthetic issue.
Council requested that the family in charge of the house, who are living in the US should be contacted by staff to see what their plans are for the house.
